FLORIDA COMPOST FACILITIES

The FDEP Source Separated Organics Processing Facilities (SOPF) refers to: 

  • Yard trash transfer stations 
  • Yard trash recycling operations 
  • Manure blending operations 
  • Composting operations processing: 
    • Manure  
    • Animal by-products (meats) 
    • Vegetative Wate (post-consumer food waste, produce culls, florists waste, etc.);  and 
    • Pre-Consumer Vegetative Wastes 

If criteria specified in Rules 62-709.320, and .330 or .350, Florida Administrative Code (F.A.C.) are complied with, then a facility may qualify for registration instead of having to obtain a solid waste permit.

Permitted Solid Waste Composting Facilities: Solid waste composting that meet certain design and operating criteria in Rules 62-709.320, and .330 or .350, F.A.C., may register with the DEP instead of obtaining a permit; however, if these criteria are not met, then a solid waste permit under Chapters 62-709 (for recycling activities) or 62-701 (for disposal activities), F.A.C., must be obtained, and finally, anaerobic digester facilities that are permitted by DEP's Division of Air Resources Management.

Biosolids:  Biosolids composting facilities are permitted by the FDEP Domestic Waste Program.  Facilities that create Class AA, Class A and Class B biosolids for land application are regulated under Chapter 62-640, F.A.C.
